The SCIP database (Substances of Concern In articles as such or in complex objects Products) is an ECHA database of information on Substances of Very High Concern (SVHCs) present in articles placed on the EU market. Notification to the SCIP database is mandatory under the Waste Framework Directive (WFD) for suppliers of articles containing SVHCs above 0.1% w/w.
Notification Requirements
Suppliers of articles containing SVHCs above 0.1% w/w must notify ECHA in the SCIP database before placing the article on the EU market. Notification must include: article identifier (name, trade name, type); safe use information; SVHC information (substance name, concentration range, location in article); and supplier information.
Who Must Notify
The notification obligation applies to: EU producers of articles; EU importers of articles; and EU distributors of articles (if they are the first to place the article on the EU market). Non-EU companies supplying articles directly to EU consumers must also notify. Downstream users who receive articles and incorporate them into other articles must notify if the resulting article contains SVHCs above 0.1% w/w.
