Step 1: Determine Certificate Type

  • ☐ Children's Product Certificate (CPC): required for products primarily intended for children 12 and under
  • ☐ General Certificate of Conformity (GCC): required for other regulated products

Step 2: Conduct Required Testing

  • ☐ For CPCs: test by a CPSC-accepted third-party laboratory
  • ☐ For GCCs: conduct own testing or reasonable testing program
  • ☐ Identify all applicable CPSC safety standards
  • ☐ Obtain test reports confirming compliance

Step 3: Create eFiling Account

  • ☐ Register at cpsc.gov/eFiling
  • ☐ Obtain eFiling credentials
  • ☐ Add product information and test results

Step 4: Submit Certificate

  • ☐ Complete all required fields in the eFiling system
  • ☐ Upload test reports
  • ☐ Submit certificate before product enters US commerce
  • ☐ Retain copy of certificate for 5 years
