The US Consumer Product Safety Commission (CPSC) eFiling system requires importers and manufacturers to file Certificates of Conformity (CoC) for regulated products before they enter US commerce. The eFiling system was mandated by the Consumer Product Safety Improvement Act (CPSIA) of 2008.

Children's Products

Children's products (products designed or intended primarily for use by children 12 years and under) must be tested by a CPSC-accepted third-party laboratory and must have a Children's Product Certificate (CPC). The CPC must be filed in the CPSC eFiling system before the product is imported or distributed in the US.

General Products

General products (not primarily intended for children) that are subject to a CPSC safety rule must have a General Certificate of Conformity (GCC). The GCC can be based on the manufacturer's or importer's own testing or on a reasonable testing program. GCCs must also be filed in the eFiling system.

eFiling Requirements

The eFiling system requires: product description and model number; applicable CPSC safety standards; test results (for children's products); name and contact information of manufacturer, importer, and private labeller; and date and place of manufacture. eFiling must be completed before the product enters US commerce.
